This information outlines a phased approach to re-entry that is based on a series of internal and external conditional prerequisites and identified metrics. This is PHI's supplemental playbook, meant to provide clarity on Exelon's re-entry plan based on the needs of our operating company. Please check this site frequently for the latest updates.

Preparing PHI Employees

  • PHI COVID-19 PPE requirements meet or exceed all state requirements.

  • Exelon provides various face coverings that have been determined to be effective, including:

    • N95 masks

    • KN95 masks

    • Surgical masks

    • Face shields (not allowed in DC, DE or Montgomery County, MD per local orders)

    • Fire resistant (FR) category 2 gaiters/balaclava

    • FR surgical-style masks

  • All employees who report to a work location are required to wear only company-provided COVID-19 face protection.

  • Employees are expected to wear company provided face coverings from the time they arrive at work to the time they leave and when entering a customer premise. They are to be worn in buildings when in any common area, including hallways, and can be removed if you are by yourself in an office or cubicle.

  • Face coverings shall be used unless FR face protection is required or deemed prudent when working in an environment where FR clothing is required. FR face protection includes: FR cloth mask, Balaclava, Nomex hood or neck gaiters, for instance.

  • In cases where mask use interferes with safely performing an activity, remove the mask at the point in the activity where the mask interferes at the discretion of the person in charge.

  • Each PHI employee will receive pandemic PPE upon returning to the office, including hand sanitizer, disinfectant wipes and masks. Work with your manager to determine an appropriate frequency to coordinate the re-supply of PPE.

  • PPE re-supply may take 1-3 days to get to your location; take this into account when forecasting when to ask for additional PPE.

  • Managers should review the guidance on how to order additional PPE.

Screening Program

  • PHI has instituted a self-screening process. Employees and contractors reporting to a PHI facility are required to take their temperature andcomplete the Exelon questionnaireprior to going to work. If you answer yes to any of the questions, do not report to the office and contact OHS for further direction. The three Electric Operations Control rooms are conducting onsite screening using an automated thermometer technology and the same questionnaire protocol.

  • The Exelon standard threshold for a fever is 100.0 degrees. A Delaware executive order has set a lower threshold at 99.5 degrees. In Delaware only, if you have a temperature of greater than or equal to 99.5 degrees you should not report to the office and should contact OHS for further direction.

Testing Program

  • Exelon's testing strategy at this time, focuses on keeping employees and contractors safe, as well as reducing anxiety and quarantine time for those who have symptoms or who have had contact with a confirmed case. OHS developed these protocols based on business and employee needs, and availability of test kits. Additional testing may be conducted as tests are more readily available.

  • Who Gets Tested?

    • Reactive testing for employees and contractors who develop symptoms while at a work location and any employees and contractors with whom they had close contact. The company's employee testing protocols fall into the following areas:

      • As-needed testing for employees prior to sequestration, primarily triggered by an increase in employee absenteeism. At this time, sequestration is not necessary for any employee groups.

      • Other limited circumstances as determined by OHS.

    • If OHS asks you to be tested, you need to be tested in order to either be released to continue working or be eligible for COVID-19 pay continuation. This includes employees who are on quarantine due to their own confirmed or suspected exposure. Your eligibility to be paid during quarantine will be conditioned on getting tested and providing any documentation required by OHS. OHS will provide you with all of the necessary testing details and has made arrangements to make it convenient for employees to be tested either by OHS or a third-party service.

  • What Kind of Tests?

    • OHS has determined that a nares (nasal) or saliva test is most appropriate for Exelon. Unlike the tests used at the beginning of the pandemic, these tests are more available, accurate, and comfortable for the person being tested and safer for the tester because they don't prompt sneezing or coughing when administered.

In order to ease the transition back to work, your manager will work with you prior to re-entry to ensure your assigned workstation has the adequate technology support, including laptop or desktop docking station, monitors, etc.

  • During the initial phases of re-entry, some employees may be required to share workstations. Whenever shared workstations are utilized, a schedule will be provided to employees outlining their workstation and time slot.

  • Employees are responsible for cleaning their workstation upon the start and end of their shift.

  • Cleaning consists of wiping down the desk, screen, monitor stand and keyboard. Wipe down chair arms and any hard surfaces.

  • At the end of your shift, remove all paperwork and take home anything you brought with you.

Preparing PHI Facilities

Parking availability has not been significantly impacted due to COVID-19; however, to ensure proper social distancing and utilization of preferred exits and entryways, PHI may designate parking areas for employee use during the initial phases of re-entry. If your facility has implemented designated parking areas, your supervisor will include parking guidance in your orientation discussion prior to your return to the office.

Changes to existing building traffic flow and/or exit and entrance ways will be minimal. Any changes to the existing movement through facilities related to exits, entryways or traffic flow will be clearly designated by signage or floor markings. Entry points will be recommended by PHI Facilities and designated with signage. Please follow the signage to designated re-entry doorways, even if it's a deviation from your preferred entrance.

Seating plans that consider both social distancing and building occupancy limitations are being developed. Below are examples of how we are limiting occupancy and addressing 6-feet of social distance between employees upon re-entry. Supervisors and managers are responsible for re-entry workspace assignments as part of Phase 1 and 2 re-entry planning.

  • Current daily cleaning schedules will continue, which includes teams cleaning high touched areas every two hours or less. As additional staff re-enter the buildings, frequency of cleaning will be increased to ensure all high-touch areas are being disinfected on a regular basis.

  • Deep cleaning will be completed once a week, usually on the weekends. Deep cleaning schedules are posted in the Safety Source newsletter and PHISource employee app .

  • Employees are responsible for cleaning their workstation upon start of a shift and at the end of a shift, minimizing personal items at shared workstations and taking items home at the end of their shift.

  • Conference rooms will have cleaning materials available. If you are using a conference room, you are responsible for wiping everything down when you enter and depart the room.

  • Chairs will be marked with do not use signs to help maintain social distancing. Chairs should not be moved.

  • Conference rooms can be scheduled through Microsoft Outlook. Capacity limitations have been updated in the Microsoft Outlook reservation system.

DAY IN THE LIFE OF RE-ENTRY

Prior to leaving your home to report to work, use theExelon questionnaire to conduct a self-screening. If you fail the self-screening, do not come to the office and contact OHS.

Inform your manager if you need additional PPE.

These areas are cleaned at a minimum of every two hours. However, after touching any common location you should wash your hands or use hand sanitizer with 60 percent alcohol or higher, as soon as possible. You may see the following signage on elevators limiting the number of individuals within an elevator to maintain social distancing.

Wipes and hand sanitizer will be issued to every employee upon re-entry, and replenishment of these materials will be distributed through designated department contacts. If you need additional cleaning supplies, please contact your supervisor or manager for replenishment or guidance.

Please do not order outside food unless it is individually boxed. Disinfect the containers before opening and wash hands thoroughly before and after handling food.

Generally, cafeterias will be closed for the time being. When cafeterias do open, there will be limitations. For example, only pre-packaged goods will be available for purchase. We suggest bringing your own food. Shared stations such as salad bars or soup urns likely will be closed. There will be limited self-serve areas with open food such as pizza by the slice. Fountain drink dispensers will not be used; only canned or bottled beverages will be available.

Employees are asked to follow common-sense guidelines

  • Wear a face covering when visiting the cafeteria.

  • Use the prepackaged utensils provided.

  • Do not share condiments; individual packets will be provided.

  • Maintain 6-feet of distance from other employees, contractors and visitors – use the floor markings to assist.

  • Stay behind the barriers at the cashier station – use the floor marking to assist.

When away from your desk and moving through the building, wear your PPE and follow these simple but important guidelines:

  • Maintain 6-feet of distance with other people and wear a mask.

  • If a door has been propped open to minimize contact, it will be noted with a sign; do not close these doors. DO NOT prop any doors open by yourself.

Care should be taken whenever opening mail. You should wash your hands or use hand sanitizer before and after opening mail. Alternatively, nitrile gloves are available for employees that commonly open mail and are available through your supervisor or manager upon request.

Hand sanitizer is not a replacement for hand washing, but sanitizer should be used when there is not easy access to washing your hands. Sanitizing stations are located throughout the building and each employee will be provided a bottle of hand sanitizer for personal use while at work.

Some storm roles may be required to report to the office. For those who cannot perform their storm role remotely, ensure frequent cleaning of your work area, practice social distancing, and frequently use hand sanitizer. There are considerations put in place for changes in food and hotel arrangements during a storm. Talk to your second role supervisor if you are unsure about the changes due to the Pandemic Storm Guidelines.

Upon entering a conference room, clean the conference room with cleaning supplies located in the room. You may see chairs marked with "Do not use". Do not remove or move these chairs around, they are in place to help maintain social distancing.

Practice proper social distancing, follow the latest PPE and conference room guidance and clean any common surfaces.

Avoid providing access to visitors unless it is critical to business needs. If necessary, visitors must have an employee escort them to ensure they are properly screened, wearing required COVID-19 protective equipment (meeting Exelon COVID-19 PPE standards) and aware of and adhere to Exelon protocols for preventing virus spread.

Weekly spray cleaning may curl papers that are sitting out, consider putting away papers, including drawings, when weekly spray cleaning occurs. PHI Responsible Re-entry FAQs

Below are answers to employee-submitted questions regarding our re-entry plans and processes for PHI. Please note, similar questions have been grouped into one answer. If you have a question that isn't answered here, please reach out to your supervisor or submit your question for leadership here.

Given the potential long-term ineffectiveness of a vaccine, will Exelon continue to provide COVID-related benefits (extended sick days for employee or family)?

We recognize that these are unprecedented and uncertain times for all of us. Please rest assured that Exelon is committed to helping employees and their families continue to remain safe, healthy and supported. Exelon has invested significantly in benefit program enhancements during the pandemic, including 100 percent in-network coverage of COVID-19 treatment under the company medical plans, high-touch concierge services for employees and eligible dependents who are COVID-19 positive, and additional sick and short-term disability benefits and pay continuation ("quarantine pay"). We expect these programs will continue to be available to employees through the end of the year. We've also made a substantial investment in our wellness program to help employees reach their personal health goals.

With the re-entry delay for employees working remotely and the difficulty for certain organizations with mission-critical employees working shifts (e.g. control centers) to schedule vacation, will there be a re-consideration of the vacation carryover policy for 2020 into 2021?

As we considered the possibility, the company determined that instead of changing our policies, we are encouraging employees to take their vacation days to rest and rejuvenate as much as possible during this challenging time. Please make sure you are taking the time you need for your own physical and mental wellbeing. We encourage you to work with your local leadership to evaluate appropriate coverage to allow employees to take time off.

For those able to work remotely long term, will there be additional resources provided such as chairs or other ergonomic resources that are available in the office?

If there is an ergonomic need, please speak with your leader. You leader will consult with OHS to determine what documentation may be needed to support the request. Alternatively, if the office environment is more ergonomically suitable for you desires, please speak with you leader about the possibility about returning to the office sooner.

Now that kids will have virtual learning again, will the company continue to offer the care benefit?

As schools reopen or move to virtual learning, we recognize the complications and complexities this may bring for working parents and caregivers. The pre-pandemic Bright Horizons back-up care benefit and eligibility has resumed as of Sept. 1, 2020, and the Crisis Care reimbursement program is no longer available.

Are there any early retirement plans in the works?

The company does not have any plans to offer early retirement packages. Retirement is a personal decision and employees can access the HR Portal to run retirement estimates and utilize the Retirement Toolkit.

We keep saying "discuss with your supervisor and the manager," but we don't have any tools or directive to give our employees exceptions to the contracts or for the case of management employees who apply for FMLA. What is the process and directive?

For leader FMLA tools and resources, access the HR Portal and select the Manager Profile. Under the Manager Profile, select Manage My Team. On the right side, click FMLA Eligibility and Tracking Process. This section has numerous resource documents for Exelon leaders, training, templates, labor contracts, and example emails.

Any plans about when or if our Delaware walk in offices and NJ Courtesy Centers will open to the public? What adjustments are in place to serve customers in a safe manner during COVID 19?

We are currently evaluating how to reopen our Walk-In and Courtesy Centers in a way that will keep our employees and customers safe, while providing a premier customer experience. Any actions taken to reopen the Walk-In and Courtesy Centers will align with Exelon policy, guidelines and timelines related to safe re-entry into the workplace.

Utility metering departments have a lot of interaction with the outside community. Isn't it prudent to prioritize only priority work to lessen our interactions with the public as you would lessen their interactions with people and officers?

We are committed to keeping our employees and customers safe while we provide the professional and quality service that our customers have come to expect. Our Safety organization, in addition to the pandemic team, have provided the proper PPE and protocols needed to safely perform our work in the field. If any employee feels unsafe to perform a work assignment, they should contact their supervision to discuss the concern.

Will the offices or cubicles be re-configured?

The Facilities team is currently evaluating the needs of each company location to ensure we can safely return employees to their respective locations. Prior renovation plans are being reviewed to accommodate changes that are needed to ensure responsible re-entry.

We have also reviewed the floor plan for each building and have provided information on how to stagger employees across the footprint to allow for physical distance when returning. We are not re-configuring cubes or offices given the ability to stagger employees across buildings.

Will employees still be in their cubes where they share cubicle walls with their teammates?

Why are we currently remodeling buildings instead of waiting until there is a better understanding of what post COVID-19 looks like?

The Real Estate team has been prioritizing the renovation plans by building across the PHI properties to improve the look and feel of each location for employees. We have been following the industry very closely to understand the direction of the workplace going forward post-COVID. Right now, the industry is moving ahead with similar low-walled cube as we have been implementing. The change relates to the type of space to allow employees to be more flexible in the workplace post-COVID.

What changes/considerations will be implemented to ensure employees safety upon returning to the office? Especially when not everyone practices social distancing or properly wears mask, how will that be enforced?

We are in the process of installing signs throughout the buildings to reinforce the importance of social distancing, wearing masks, and limiting meeting room space, for example. We will also be installing additional hand sanitizer stations and wipe stations for employees to use. Please discuss any concerns or issues with Safety or alert your manager about any employees that aren't wearing their mask so action can be taken.

Are there any protocols for site building HVACs and air changes in buildings to address possible air contamination?

The CDC guidelines have stated that increasing air flow in the buildings is the best way to help in the COVID environment and we will be doing this in each building. We are also reviewing the infrastructure of each building prior to re-entry for any additional potential impacts to building systems that need to be addressed.

There has been a lot of information released regarding the virus being transmitted via small aerosol droplets. Some of the buildings are older, how is the air quality being monitored in terms of air circulation and transmission?

We are in the process of reviewing the ability to increase ventilation in each building and are performing a full review of the infrastructure, particularly in certain buildings that may currently have a limited number of employees coming in.

Has UV lighting been considered for disinfecting at night instead of using bleach solutions?

We reviewed the use of UV lighting as part of our re-entry working team. There have been situations where the use of the UV lighting has resulted in safety issues with inappropriate use of the equipment. We will continue to perform cleaning daily, along with a weekly electrostatic cleaning.

Are bathrooms going to have exhaust fans (preferably activated by motion detectors)?

As we renovate each location, we will be reviewing the use of touchless systems where the infrastructure is in place. The renovations of the restrooms will also include the potential to add ventilation if it doesn't exist.

Is it possible to install faucets with sensor detection?

As we renovate each location, we will be reviewing the use of touchless systems where the infrastructure is in place.

When re-entry does occur, are there going to be daily health screenings to ensure nobody enters who is sick/symptomatic or use of a questionnaire about exposure potential?

All staff coming into the building should be self-screening prior to coming into the office and not reporting if showing symptoms. Additional requirements during re-entry are still being discussed and no determination has been made at this time. We will continue to share information weekly as the conditions change.

Will high-risk employees with medical conditions be required to return to the office?

High risk employees who have a medical condition requiring special needs should contact OHS directly.

If you're in an open room with someone for multiple days and they test positive for COVID-19, should you be quarantined and tested if you all had mask on?

The company will continue to follow CDC guidelines related to testing. This includes reactive testing for employees and contractors who develop symptoms while at a work location and any employees and contractors with whom they had close contact. Learn more about Exelon's testing strategy here.

While we report the COVID cases within Exelon and recoveries, why haven't we reported the fatalities numbers if any?

In order to report employee fatalities due to COVID-19, the company would require family permission. During this sensitive time, the company has made a decision to not request permission.

Employees who travel out of state/country are required to quarantine 14 days; how will this impact those employees who are required to return to work and live out of state or travel to other states/country?

The Centers for Disease Control (CDC) has recently changed its guidance about international travel, no longer requiring quarantine upon return. As a result, the company will not be requiring quarantine for personal domestic or international travel (international business travel remains restricted, and only essential domestic business travel is allowed). However, some states still have restrictions on who can enter their jurisdiction from various COVID-19 hotspots. While essential workers generally are exempt, different requirements may apply for personal vs. work travel. Do be sure to check the rules for the state in which you live (for any quarantine upon return) or for states you might be visiting. We encourage you to avoid traveling to COVID-19 hotspots, whenever possible.

If an employee has a spouse who works in a hospital and treats patients with COVID-19, should they return to the office?

All PHI properties follow extensive pandemic protocols including mask usage, social distancing and infection control. We believe the properties are safe. The company has established quarantine protocols in place for employees to following, which include family exposure.

Will the company still provide flu shots during the pandemic?

Yes. OHS will provide flu clinics on properties for employees reporting to the office. Remote enabled employees will be able to utilize In-Plan pharmacies, such as CVS and Walgreens. More communication on flu clinics will be distributed to employee soon.

Has the company established a position on whether employees should receive a COVID-19 vaccination once one is approved and made readily available?

The company has not established a position on vaccination; however, we continue to follow the science closely.

Will Exelon require employees to get it and prove they have been vaccinated?

At this time, the company has no plans to mandate the vaccination. For vaccines updates information, visit the Vax Scene page.

Is this the right time to continue instructor-led Lock Out Tag Out (LOTO) training refresher training? If employees have completed the initial class, could they complete a computer base LOTO training instead?

We do have a computer-based refresher for  LOTO; however, despite improvements, we have had a series of events and the learnings from those are rolled into this new refresher. Due to the critical nature of clearance and tagging, we believe the training should remain face to face at this time. The interactive component is critical, as we have a group of subject matter experts planning to co-instruct the classes.

We ask that employees continue to follow safety guidelines as they go through the in-person training, including wearing a mask, social distancing and washing hands frequently.

With the move to a mostly virtual work environment, many employees took computer equipment home. Will they be required to carry that equipment back to the office, or will the company buy additional equipment as employees will split time between home and the office?

At this time, the company is not purchasing multiple computers for employees.  If you have questions specific to your situation (for example, if you need a docking station), please speak with your leader.

Employees are required to wear only company-provided face coverings while inside PHI facilities. Will the company be providing N95 or KN95 masks to employees again?

Yes. Employees who have been identified to return in future phases and are currently onsite will receive the appropriate company-provided masks prior to returning and replacements as needed. Current options include:

  • N95 masks
  • KN95 masks
  • Surgical masks
  • Face shields (not allowed in DC, DE or Montgomery County, MD per local orders)
  • FR category 2 gaiters/balaclava
  • FR surgical-style masks

If you are already working on site, you should have been provided the appropriate PPE. If not, you can alert your leadership of the need and they will be able to secure what's needed. Employees do not need to obtain the PPE on their own. We have a process in place for new distribution of PPE as well as replacement of PPE.

Are employees working from home able to receive masks?

The company-approved masks will be made available to employees who have a reason to return to a company work site. If an employee is working from home, but feels as though they have a need to come into the office, they should reach out to their leader to discuss this need and let the leader know that they are in need of a mask. Accommodations will be made to get a mask to an employee prior to re-entry.

Will we receive more masks to distribute to our employees? If so, when?

We have a process in place now where a single point of contact (or SPOC) has been assigned to each organization to communicate mask needs to the Pandemic Response team. This process has been working well thus far. Employees should work with their leader to let them know when they need more COVID-related PPE and the leader will reach out to secure the appropriate amount of PPE.

Will employees receive a set inventory of masks?

We may ultimately get to a point where we can assign a specific number of masks to each employee. However, at this time, we are still being flexible in how we distribute masks based on the usage rates we are seeing. Some workers are fine with re-using a mask and keeping it clean for multiple days. Some ask for masks more frequently. We are trying to respect all of these scenarios without being so prescriptive. Please work with your leader on your specific needs for masks.

New research suggests gaiters lead to more droplet transmission than wearing no mask at all. Has this been factored into the decision to provide fire resistant (FR) gaiters as an acceptable face covering?

The research conducted on the effectiveness of different masks has been taken very seriously by Exelon. Our key representatives have taken a step back to review all of the company-approved masks that we are offering to our employees. When it comes to gaiters specifically, Exelon has determined that the FR gaiters we are providing are made of a much thicker material then the standard gaiters that are offered on the market. These are multi-layered FR material masks, as opposed to the thin gaiters discussed in prior reports. The only similarities would be the gaiter design of the masks. The materials used for FR masks are significantly different.

Will the FR gaiters automatically be provided to all field employees as the Tyndale tie around masks were, or will they need to be requested individually?

Accommodations are being made to get FR gaiters to all field employees. Please reach out to your leadership for more details.

Could the company make FR gaiters and masks available to employees to purchase?

FR gaiters are provided to all employees who have a role where they could be subjected to an FR PPE-required environment. Allowing employees to purchase their own FR gaiters and masks is not under consideration at this time.

Is it okay to wear double protection, meaning wear the company-issued mask along with your personal mask if the company-issued mask is closest to your face?

The company policy is to wear company-approved masks while at work. If you are wearing a non-company approved mask on top of a company-approved mask, there is no way for someone to determine if you're in compliance due to the mask being covered up. The best scenario would be to wear the company-approved mask, which we have determined to meet CDC standards, or to wear multiple company-approved masks if you are trying to achieve an extra layer of protection. We recommend you discuss this with your immediate leader so that it is understood what you are trying to achieve.

What if my personal mask is 2-ply cotton with a filter insert that is washable?

Only company-supplied masks are allowed to be worn at work. Non-company masks are made of various materials and it would not be feasible for a leader to decipher between multiple mask materials daily.

Can we wear a face shield with the company mask?

Face shields are available in limited quantities. If you have a need to wear a face shield with a company mask, or just feel strongly about the need to do so, please discuss this with your leader to see if this can be accommodated.

Why can't office workers get surgical masks if they are one of the approved masks?

Surgical masks are an option for office workers to receive. Please discuss with your leader.

Is the company mixed hand sanitizer safe?

Yes, the company mixed sanitizer has been deemed safe based on the ingredients utilized to make the product.

Is there a target date for determining who will be part of each re-entry phase and will we find out where we fall soon?

The re-entry phasing is actively underway. Due to the dynamic nature of how the virus continues to impact our lives, we have to continue to adjust our re-entry plans accordingly. Being able to project past our Phase 1 assignments is a moving target that we will continue to monitor and share updates as conditions change in regard to the virus. The company will provide at least 4 weeks' notice prior to asking a remote enabled worked to return to the office.

Is the company considering a more flexible remote work policy to allow remote work a few days a week?

Flexible work assignments are being considered within the Workplace of the Future initiative. Each job family is being reviewed as we consider what roles need to be onsite, versus which roles can be worked with a flexible schedule

If someone wants to stay working remotely, will it be allowed?

The company currently has a project team focused on the Workplace of the Future. Through assessment and analysis of department roles and responsibilities, coupled with individual job duties and expectations, leaders will be evaluating needs of specific organizations to determine if remote reporting is a viable option.
